Adds a top-level withheld information array to describe items of information whose publication is temporarily or permanently withheld.

WithheldInformationItem

The extension defines a new WithheldInformationItem object with these fields:

`field`	Field	The identifier of the field with which the withheld information would otherwise be published.	string
`name`	Name	The name or title of the field with which the withheld information would otherwise be published.	string

`rationale`	Rationale	The rationale for withholding the information.	string
